You are having problems dealing with streams. Here are some troubleshooting steps to fix this.
1) allow_url_fopen = On must be set in php.ini
2) Check permissions of the cache/ directory
For phpMp controlled updating/download you have to have:
1) php must be compiled with gzip and xml
2) stream_browser_updating must be set to "yes" in your config.php
